European aviation is hitting a turning point. If you think ticket prices are high now, wait until you see what happens as Brussels rolls out its most aggressive environmental regulations to date.
The European Union wants to turn commercial flying green. To do that, regulators are forcing airlines and fuel suppliers to abandon cheap fossil kerosene in favor of sustainable aviation fuels (SAF), while simultaneously making carbon emissions far more expensive under the EU Emissions Trading System (ETS).
The goal sounds noble on paper. Cut emissions by 55% before 2030 and hit net-zero by 2050. But in practice, the transition is sparking a massive fight between airlines, fuel producers, and environmental groups. Airlines warn of soaring ticket costs and an unlevel playing field that favors foreign hubs like Dubai or Istanbul over European ones. Environmentalists argue the rules don't go far enough and leave too many international routes off the hook.
Here is what these major regulatory changes actually mean for airlines, passengers, and the global aviation market.
The ReFuelEU Mandate and the Great Fuel Shortage
At the heart of the EU's strategy is the ReFuelEU Aviation regulation. Starting in 2025, fuel suppliers at EU airports must blend at least 2% sustainable aviation fuel into their jet fuel supply. That requirement jumps to 6% by 2030, 20% by 2035, and a staggering 70% by 2050.
2% doesn't sound like much. But SAF currently costs roughly three times more than standard jet fuel. Synthetic fuels, or e-SAF—which are made from captured carbon dioxide and green hydrogen—cost up to ten times as much.
The real problem isn't just price. It's availability.
There simply isn't enough SAF being produced in Europe right now to satisfy demand. To hit the sub-mandate for synthetic fuels by 2030, European airlines need around 600,000 tonnes of e-SAF. Current production facilities expecting to reach final investment decisions will yield only a fraction of that amount.
When demand is legally mandated and supply is non-existent, prices skyrocket. Fuel suppliers aren't absorbing those costs. Instead, they're passing them directly to airlines in the form of "compliance fees." Organizations like the International Air Transport Association (IATA) report that these compliance surcharges are hitting twice the prevailing market premium for SAF. Airlines face billions of euros in added operational costs each year just to meet the baseline targets.
Why Airlines Can't Just Buy Cheap Fuel Elsewhere
In the past, when fuel at a specific airport was expensive, airlines relied on a trick called "tankering." A plane flying from London to Paris would load extra fuel in London where it was cheaper, carrying enough weight to complete the return flight without refueling at Paris Charles de Gaulle.
Brussels saw this coming and closed the loophole. Under Article 5 of the ReFuelEU rules, airlines departing from an EU airport must uplift at least 90% of the fuel required for their flight at that specific airport.
Economic tankering is effectively illegal. Airlines can't dodge European fuel prices by topping off their tanks in cheaper jurisdictions nearby. They must buy the local blend at the local price, no matter how high the surcharge climbs.
Higher Carbon Taxes as Free Allowances Disappear
While ReFuelEU forces airlines to buy cleaner fuel, reforms to the EU Emissions Trading System make burning regular fuel far more painful.
For years, airlines flying within the European Economic Area received a generous allocation of free carbon allowances. That buffer is rapidly shrinking. Free allowances are being phased out completely, forcing carriers to buy permits on the open market for every single tonne of carbon dioxide their aircraft pump into the atmosphere.
With carbon allowance prices hovering around €70 to €80 per tonne, the financial hit is severe. Industry groups like Airlines for Europe (A4E) estimate that ETS compliance costs for European carriers will double to roughly €5 billion annually by 2030.
The European Commission has recently pushed to expand these carbon charges even further, eyeing international flights departing from the EU. Under proposed updates, a flight from Paris to Dubai would incur carbon pricing, whereas international flights entering Europe from non-EU countries might not face the same strict burden under global systems like CORSIA.
This creates a glaring competitive imbalance.
Imagine a family booking a long-haul flight from Frankfurt to Southeast Asia. If they fly on a European carrier connecting through an EU airport, the airline pays full EU carbon pricing and high SAF surcharges on the entire journey. If that same family chooses a Gulf carrier connecting through Qatar or the UAE, a massive portion of that long-haul route sits outside the EU's carbon pricing umbrella.
European carriers argue this won't actually cut global carbon emissions. It will just shift passenger traffic away from European airlines toward hubs operating outside EU jurisdiction. Environmental groups call this risk "carbon leakage."
What This Means for Your Airfare
None of these extra expenses stay on the airlines' balance sheets. Airlines operate on thin margins, usually between 3% and 6%. They have to pass these costs on to passengers.
For short flights within Europe, expect modest fare increases of €10 to €30 per ticket over the next few years as the 2% and 6% SAF mandates kick in. On long-haul routes or business-class itineraries where fuel makes up a larger percentage of total operating costs, prices could jump significantly higher.
Airlines for Europe recently pointed out that a family of four flying from Belgium to Greece for a summer vacation could pay up to €80 more in climate-related regulatory fees than if they chose a vacation destination outside the EU where European carbon charges don't apply.
The EU has set aside 20 million free carbon allowances—worth around €1.6 billion—to subsidize the price gap between conventional kerosene and SAF for airlines between now and 2030. But relative to the multi-billion-euro bill heading toward the industry, that subsidy is a drop in the bucket.
How Airlines and Travel Departments Should Prepare
If you manage corporate travel, work in airline operations, or simply fly frequently for business, you need a strategy to deal with these structural price increases.
First, stop relying on historical airfare benchmarks. Budget for a baseline increase of 5% to 8% annually on intra-European routes through 2030 driven purely by regulatory compliance.
Second, re-evaluate corporate travel policies. Look into long-term SAF purchasing programs or "Book and Claim" systems if your organization tracks Scope 3 travel emissions. While current ETS rules are strict about physical delivery of fuel, corporate reporting standards increasingly recognize accredited SAF certificates.
Third, monitor route closures. Airlines will likely drop marginal short-haul routes where high carbon costs destroy profitability, shifting capacity to higher-yielding business corridors.
The era of hyper-cheap European flights isn't vanishing overnight, but the structural cost floor under airline tickets has permanently shifted upward. Brussels has made its choice: environmental compliance comes first, and everyone who steps onto a plane in Europe is going to help pay for it.
